0:56 response is to be too

0:58 self-conscious. too risk,

1:00 averse. But never have I

1:02 encountered a breakthrough

1:03 in Tech that. so clearly

1:04 calls us to do. precisely

1:05 the opposite. Now, our

1:08 Administration, the Trump

1:09 Administration. believes

1:10 that AI will have

1:11 countless revolutionary

1:13 applications and economic

1:14 in innovation. job creation.

1:16 National Security health

1:18 Free expression and Beyond.

1:21 And to restrict its

1:22 development now. when not

1:23 only unfairly benefit

1:25 incumbents in the space,

1:26 it would mean paralyzing

1:28 1 of the most promising

1:29 Technologies, we have seen

1:31 in Generations. and with

1:33 that, in mind, I'd like to

1:34 make 4 main points today.

1:37 Number 1. This

1:39 Administration will ensure

1:40 that American AI

1:42 technology. continues to be

1:43 the gold standard

1:44 worldwide. And we are the

1:46 partner of choice for

1:47 others. foreign countries.

1:49 and certainly businesses. as

1:51 they expand their own use

1:52 of AI. Number 2. We

1:55 believe that excessive

1:57 regulation of the AI

1:58 sector. could kill a

2:00 transformative industry.

2:01 just as it's taking off.

2:03 and we'll make every effort

2:04 to encourage pragra. Growth.

2:06 AI policies and I like

2:08 policies see

2:09 that deregulatory flavor uh,

2:11 making its way into a lot

2:12 of the conversations. This

2:14 This, this, uh, conference

2:16 Number 3. we feel very

2:18 strongly that AI must

2:20 remain free from

2:21 ideological bias. and that

2:23 American AI will not be

2:24 co-opted into a tool for

2:26 authoritarian censorship. And

2:31 Administration. will

2:32 maintain a pro-worker

2:33 growth path for AI. so it

2:35 can be a potent tool for

2:36 job creation in the United

2:38 States and I appreciate

2:39 prime Minister modi's

2:40 point. AI. I really believe

2:43 will FAQ And make people.

2:47 Going to replace human

2:48 beings, It will never

2:49 replace human beings. and I

2:51 think too many of the

2:52 leaders in the AI industry.

2:53 When they talk about this

2:55 fear of replacing workers,

2:56 I think they really missed

2:58 the point. AI we believe

2:59 is going to make us more

3:01 productive. more prosperous

3:03 and more free. The United

3:05 States of America is the

3:06 leader in AI. and our

3:08 Administration. plans to

3:09 keep it that way.

3:12 The US possess. All

3:12 components of the full AI

3:15 stack. including Advanced

3:17 semiconductor design.

3:18 Frontier. algorithms and

3:20 of course transformational

3:21 applications. Now, the

3:23 computing power this stack

3:25 requires is integral to

3:27 advancing AI technology. and

3:29 a safeguard. America's

3:30 advantage. The Trump

3:32 Administration will ensure

3:33 that the most powerful AI

3:34 systems are built. in the

3:36 US. with American designed

3:38 and manufactured chips.

3:41 now, just because we're the

3:42 leader doesn't mean we

3:43 want to or need to go

3:44 to a loan of course. And

3:45 let me be emphatic about

3:47 this point. America wants

3:50 to partner with all of

3:50 you. and we want to

3:52 embark. on the AI

3:54 Revolution. before us. with

3:56 the spirit of openness and

3:58 collaboration. but, to

4:01 create that kind of trust.

4:03 we need International

4:05 regulatory regimes. that

4:07 Fosters, the creation of

4:09 AI technology. rather than

4:11 strangles it. And we need

4:12 our European friends

4:13 in particular. to look to

4:15 this new frontier with

4:16 optimism. rather than

4:18 trepidation now, the

4:20 development of Cutting Edge

4:21 AI in the US, is no

4:22 accident. by preserving an

4:24 open regulatory

4:25 environment. We've

4:27 encouraged American

4:28 innovators to experiment.

4:29 and to make unparalleled

4:31 R&D Investments of these 700

4:34 billion dollars give or

4:35 take, that's estimated to

4:36 be spent on AI in 2028

4:38 over half of, it will

4:40 likely be invested in the

4:41 United States of America.

4:43 now, this Administration

4:44 will not be the 1 to Snuff

4:45 out the startups and the

4:47 grad students producing

4:49 some of the most

4:50 groundbreaking applications

4:51 of artificial intelligence.

4:53 instead. our laws will

4:55 keep big Tech little Tech

4:58 and all other developers on

5:00 a level. Playing Field.

5:03 now, the president's recent

5:04 executive order on AI

5:06 we're developing an AI

5:06 action plan that avoids

5:08 an overly precautionary.

5:10 regulatory regime. while

5:12 ensuring that all Americans

5:13 benefit from the technology

5:14 and its transformative

5:16 potential. and we invite

5:17 your countries to work with

5:19 us. and to follow that

5:20 model. if it makes sense

5:21 for your Nations. However,

5:24 the Trump Administration. is

5:26 troubled by reports that

5:27 some foreign governments.

5:29 are considering tightening

5:30 the screws on US tech

5:32 companies with International

5:34 footprints. Now America

5:35 cannot and will not accept

5:37 that and we think it's a

5:39 terrible mistake not just

5:40 for the United States of

5:41 America. But for your own

5:43 countries. The US,

5:45 innovators of all sizes

5:46 already know what it's

5:47 like to deal with. owners

5:49 International rules. Many

5:50 of our most productive

5:51 tech companies are forced

5:53 to deal with the eu's

5:54 digital Services act and the

5:56 massive regulations it

5:57 created about taking down

5:59 content and policing.

6:01 so-called misinformation and

6:02 of course, we want to

6:04 ensure the internet is a

6:05 safe place. but it is 1

6:10 the internet. and it is

6:16 opinion that the government

6:17 thinks is misinformation.

6:20 Meanwhile, for smaller

6:21 firms. Navigating the gdpr

6:23 means paying endless legal

6:25 compliance costs, or

6:26 otherwise risking massive

6:28 fines. now, for some, the

6:29 easiest way to avoid the

6:31 Dilemma has been to Simply

6:32 block EU users in the first

6:34 place. Is this really the

6:36 future that we want

6:37 ladies and gentlemen? I

6:38 think the answer for all of

6:39 us should be no. There's

6:42 no issue where we worry

6:43 about more than regulation

6:44 when it comes to. energy.

6:47 And again, I appreciate it.

6:49 comments of so many of the

6:50 conference because they

6:51 recognize that we can't,

6:52 we stand now at the

6:54 frontier of an AI

6:56 industry. that is hungry.

6:58 for Reliable power and high

7:00 quality semiconductors. yet

7:02 too, many of our friends

7:03 are deindustrializing on the

7:05 1 hand. and chasing reliable

7:08 power out of their Nations

7:09 and off their grids with the

7:10 other. The AI future. is

7:14 not going to be 1. by

7:15 hand ringing about safety,

7:17 it will be 1 by building.

7:20 from reliable power plants

7:22 to the manufacturing

7:23 facilities that can produce

7:24 the chips of the future.

7:27 Now, to personal level,

7:28 what Excites me most about

7:29 AI is that it is

7:31 grounded in the real and

7:32 the physical. economy. the

7:35 success of the sector isn't

7:36 just a matter of smart

7:37 people sitting in front of

7:38 a computer screen and

7:40 coding It depends on

7:41 those. will change our

7:45 factories. It will

7:47 certainly make our health

7:48 care providers better at

7:50 treating diseases. but

7:51 it will also depend on the

7:54 data produced by those

7:54 health care providers by

7:55 those doctors. and nurses.

7:58 I believe it will help us

7:59 create. and store. new modes

8:02 of power. In the future.

8:04 but right now ai cannot

8:06 take off. unless the world

8:08 builds the in energy

8:10 infrastructure to support

8:11 it. Now, it's my view

8:13 that Tech Innovation over

8:14 the last 20 years. has

8:16 often conjured images. of

8:18 smart. people Staring at

8:19 computer screens.

8:21 Engineering in the world of

8:22 bits. but the AI economy

8:24 will promote primarily

8:26 depend on and transform.

8:28 the world of atoms. Now,

8:31 at this moment, we Face the

8:33 extraordinary Prospect of a

8:34 new Industrial Revolution.

8:36 1 on par with the invention

8:37 of the steam engine or

8:40 Bessemer Steel. But it

8:41 will never. come to pass.

8:43 if overregulation deters

8:45 innovators from taking the

8:46 risks necessary. to advance

9:09 gathered here today to do

9:10 the most aggressive

9:11 regulation It is very

9:13 often The people who already

9:14 have an incumbent advantage

9:16 in the market and when a

9:18 massive incumbent comes to

9:19 us, asking us for safety

9:22 regulations. we ought to

9:23 ask whether that safety

9:25 regulation is for the

9:26 benefit of our people. or

9:28 whether it's for the benefit

9:29 of the incumbent. Over

9:32 the last few years. We've

9:33 watched. this government's

9:35 businesses and nonprofit

9:37 organizations have advanced.

9:39 unpopular. and I believe,

9:41 downright ahistorical.

9:42 social agendas through AI

9:45 in the US, we had AI image

9:47 generators, trying to tell

9:47 us that George Washington

9:49 was black or that America's

9:52 Doughboys in World War I

9:53 were in fact, women Now,

9:54 we laugh at this now,

9:56 and of course it was

9:58 ridiculous. but we have to

9:59 remember the lessons. from

10:02 that ridiculous moment. And

10:05 what we take from it, is

10:06 that the Trump

10:07 Administration will ensure

10:09 the AI systems developed in

10:10 America. are free from

10:12 ideological bias. and never

10:14 restrict our citizens,

10:16 right? To free speech, we

10:18 can trust our people to

10:20 think, To consume

10:22 information. to develop

10:23 their n ideas. And to

10:25 debate with 1 another

10:26 in the Open Marketplace of

10:27 ideas. and we've also

10:30 watched, as, hostile foreign

10:32 adversaries. have

10:34 weaponized AI software to

10:35 rewrite history.

10:37 surveillance users. and

10:38 censor speech This is

10:39 hardly knew of course. As

10:41 they do. with other Tech.

10:43 some authoritarian regimes

10:45 have stolen, and used AI

10:46 to strengthen their

10:48 military intelligence and

10:50 surveillance capabilities.

10:51 capture pááá data. and

10:54 create propaganda to

10:55 undermine other

10:57 nation's National Security. I

10:58 want to be clear. This

11:00 Administration. will block

11:02 such efforts. full stop.

11:04 We will safeguard American

11:06 Ai and Chip Technologies

11:07 from theft and misuse. work

11:10 with our allies and

11:11 partners to strengthen. and

11:13 extend these protections.

11:14 and close pathways. to

11:17 advertisers attaining. AI

11:18 capabilities that threaten

11:19 all of our people.

11:22 and I would also remind our

11:22 International friends here

11:23 today. that partnering

11:25 with such regimes it never

11:27 pays off in the long term.

11:29 From CCTV to 5G

11:31 equipment. We're all

11:31 familiar with cheap Tech

11:33 in the marketplace. that's

11:34 been heavily subsidized. and

11:36 exported by. authoritarian

11:38 regimes. But as I know, and

11:40 I think some of this think

11:42 of us in this room have

11:43 learned from experience.

11:46 Partnering with them means

11:47 chaining your nation to

11:48 an authoritarian master.

11:50 that seeks to infiltrate

11:51 dig in and Seize your

11:53 information. infrastructure.

11:56 Should a deal seemed too

11:57 good to be true, just

11:58 remember the old adage that

11:59 we learned in Silicon

12:00 Valley? if you aren't

12:02 paying for the product, you

12:04 are the product. Finally.

12:07 this Administration wants

12:08 to be very clear about 1

12:09 last point. We will

12:11 always Center American

12:12 workers. in our AI policy

12:15 We refuse to view AI as

12:17 a purely disruptive

12:19 technology. that will

12:20 inevitably automate away,

12:21 our labor force. We

12:23 Believe. and we will fight
